1. Capture

Witness illegal transshipment activities or become aware of related information

2. Collect evidence

Photos and videos of vessels, names of vessels, transshipment activities

3. Report

Report to the Center, related Korean and the U.S. organizations, UN agencies

4. Evaluate

In-depth analysis of the information by U.S. and UN panel of experts

5. Rewards

Rewards are paid according to the U.S. ‘Rewards for Justice’

Cases of rewards payment

  • U.S. Department of State introduced ‘The Rewards for Justice Program’ in 1984. More than $150 million has been awarded to 100+ people who have contributed to deterring terrorism or bringing terrorists to justice.
  • The rewards program for reporting North Korea’s illicit activities was initiated by the ‘North Korea Sanctions and Policy Enhancement Act’ enacted by the U.S. Congress in 2016.
  • On July 15, 2022, U.S. Department of State stated that it will offer reward of up to $10 million for information on identity or location of any individuals associated with malicious cyber activities targeting U.S. critical infrastructure.
  • On November 2022, U.S. Department of State stated its plans to pay reward of up to $5,000,000 under The Rewards for Justice Program to identify the whereabouts of Kwek Kee Seng, a Singaporean suspected of violating sanctions on North Korea.
